Issues Vision Mission
Policy & Planning perspectives

Act  as a think tank for the formulation of policies for better school education system.

Highlighting short term, medium term and long term goals for the school education.

Keeping in view the national policy framework, the state level policy initiative would be formulated involving academicians, policy makers, administrators, NGOs working in the domain of school education.
Creation of Quantitative and Qualitative Data Base for better decision making.

Efforts would be made for rational, systematic analysis of the process of educational development. Helping the planning machinery at the sub regional level and developing planning competencies of the people concerned.
Research & Evaluation
Evaluation the efficacy of the ongoing programs in school education.
Focus would be on the diagnosis of the educational system. Diagnosis will cater to the inputs into the system, functioning of the system and efficiency and outcomes of the educational processes. With the help of impact assessment of programs, evidence based inputs would be provided for policy correctives and overcoming the constraints.
School Finances
Pattern of public and private investments would be understood training modules would developed for better understanding of school finances

Keeping in view the total resource envelop under the public domain, resource requirements would made for each component of school system. Estimation of region / context specific resource requirements would be estimated for better management of educational finances.

Focus would be placed on unspent resources and efforts would be made to plug such loop holes.
Linkage between Political & Administrative Apparatus
Ensuring a smooth and healthy relation between elected representatives right from the GP level with administrative wings of the education system.
Converging the view points of administrative and political segments through training and other activities for better coherence between the two.
Internal Conflicts within the School system
Identification of best practices in different pockets of the state.
Documenting the best practices and dissemination of the same for the benefit of concerned stakeholders through briefs, workshops and the like.
Educational Technology in schools
Facilitating the diffusion of relevant educational technology for better teaching and learning practices.
Learning from the better experiments from other states, identification of efficacy of such activities in the state through effective monitoring and evaluation – bringing necessary efforts for paving road map to strengthen the use of technology at schools.
Provision of Leadership Training for various stake holders especially the Head Teachers / SDMC Members / CRPs / BRPs / BEOs / DDPIs and others
Creating a band of committed leaders in the school education system. A committed team with capacity to train the next level trainers would be developed.

Inviting experts from disciplines of Management, Psychology and other experts to impart training

Monitoring the impact of such training and necessary steps that need to be incorporated to sustain the activity on right track.
Data Maintenance & Reporting
Creating a user friendly data base for both policy makers, administrators and academicians.

Review of existing mechanism of data base management. Efforts would be made in consultation with state and national level experts for an effective data base management of school education in the state. Creation of Educational Data Bank on specific segment of the school system. Both time series and cross section data would be analyzed in this regard.

Based on the data gathered efforts would be made to prioritize the areas for intervention. A ready to used indicators of educational development would be produced for the use of different stakeholders.
Inclusive Education
Bringing every child with special needs into the schooling system.
Based on the review of existing practices, corrective measures for reaching out to children with special needs would be worked out in consultation with experts in the field.
School Mapping
Ensuring equity in the provision and efficiency in the utilisation of educational facilities.

Ascertaining the threshold population to be served by a school.
Ascertaining the maximum walking distance a child has to travel from home to school.
Data on school size in terms of enrolment.
Minimum number of teachers.

Facilities to be provided in schools.
Collaborative Efforts – both national and international
Bringing in the wisdom from different state / national level resource persons and Institutions
Persons and Institutions who have the necessary expertise would be invited to be partners of SIESLEP in fulfilling the goals of the SIESLEP.

Along with these specific issues the SISLEP would take into consideration any other issue that may emerge as an irritant in the schooling system as we go along.
Trying to bring co-ordination among the activities of  different players at different levels – reducing the existing parallel gaps (for e.g. between BEO & BRC, DIET & DDPI and the like).
In sum the SISLEP would act as a catalyst for improving the school education system in the state with an ultimate goal of providing free, compulsory and quality based education to all without any kind of discrimination.
The recent changes in the domain of school Planning, finances,  and management would be captured from different corners of the country and other countries to be incorporated in the activities of SISLEP.
