Participation :

As envisaged in the NPE as well as has been the practice in the Government of Karnataka, participation from other stakeholders would be encouraged and formalized in SISLEP.
Stakeholders in SISLEP would include
•Education Department
* State/District level/Block/Cluster level officers.
* Schools
* Panchayat
* Head Teacher
* Teacher
* Parent
* Students
•People in the social science disciplines including social work, psychology and sociology.
•NGOs and other civil society organizations working in the education space

Collaboration :

The State Government has set up SISLEP as an autonomous body of the Government.  The management of SISLEP  would be done as described in the earlier paragraphs in the sub-section on Management of the institution.  The Government seeks the collaboration of other institutions which share the thinking of the government on the rationale, role and objectives of the SISLEP, to support the activities of the SISLEP and work in partnership , as and when required.  These institutions must have experience and expertise in the field of elementary and secondary education and have the capacities of implementing such activities. The collaborations and partnerships would be based on MoUs which would detail the stakes, roles, responsibilities of the Government and the collaborating organizations. Government of Karnataka may also identify and seek collaboration with other organizations in the field of Educational Management or General Management or Educational Research. These organizations will have to enter with MoU with the SISLEP and through such an arrangement their expertise can be tapped for effective broadening of horizons of the SISLEP. These could include Institute for social and economic change, ISEC, Bangalore, Indian Institute of Management. IIM , Bangalore, CMDR, Dharwad, the Kousali Institute of Management, Dharwad, the Visweshwariah Telenological University, the NIAS, Bangalore, The School of Management, IISc, Bangalore, The Canara Bank School of Management and the CLHRD, Mangalore. Education departments of some of Universities, the Regional Institute of Education, Mysore, etc., can also be involved in the networking suggested above. Where required the SISLEP may use the faculty of these institutions for running of programmes till the SISLEP builds up its own resources and even thereafter.
SISLEP has been  setup from the funding of Government of Karnataka. During the year 2010-11 State Government had provided Rs 25 Lakhs. During 2011-12 Rs. 125 Lakhs has been provided by the State Government. MHRD is committed one time a capital grant of  Rs 300 Lakhs. The annual recurring cost of the SISLEP will be met by the State Government. The recurring expenditure will have fixed and variable components. The fixed component will mainly go for meeting the cost of the full time staff, the cost of maintaining the building by paying power, telephone, fax and internet charges and other contingencies like stationery, maintenance of computers, printers and copiers. This will be sanctioned in an annual budget approval exercise. The variable component of the annual recurring expenditure depends on the number and nature of programmes conducted by the SISLEP. These will also have to be budgeted annually under relevant programmes of the CPI, the DSERT, the SSA and other wings of the Education department. Training programmes could also be sponsored by the Government of India, External Funding Agencies etc.
